7 Makara District Admin Member Suspended for 6 Months Due to Violence Inflicted on Citizen

PHNOM PENH: A 7 Makara District Administration working group member has been suspended for six months, in connection to a case where violence was used against a scrap cart owner during a visit to organize the traffic order on Street 164 on Thursday, 3 November.

According to a press release issued by the 7 Makara District Administration, a district working group had gone to supervise the traffic order on Street 164 in Sangkat Veal Vong at around 3 pm on Thursday. In particular, four working group members went to organize the street stalls and scrap carts parked in the middle of Street 164, which were not in order.

At that time, a scrap cart owner refused to move his cart away from the middle of the road, while the working group members tried to move the carts somewhere else. The scrap cart owner refused to listen to instructions and began insulting the working group members, leading to a fight that eventually resulted in violence.

After the incident, the district administration called the owner of the scrap cart and sent a team to interrogate him. The owner of the cart apologized and admitted his mistake, and no complaint was filed. Separately, the specific working group member that used violence, named Chham Chan, was educated and punished by the district administration for his mistake by suspending him from his post without pay for six months, in accordance with the law and the legal documents in force.
